Answer: Allowing coal owners to profit. These owners are out of state entities and some even belong to Russia. Governor Manching is ruining West Virginia and keeping the people down - all for out of state entities. All that is going to WV is small salaries (when someone even HAS a coal job - which are numbering fewer and fewer), ruined ecosystem, destroyed mountains, poisoned water (resulting in sickness and death), etc.
